The Office of the Environmental Monitor (the Office) was established in December 2007 to ensure the Channel Deepening Project receives the scrutiny it requires.

The Office provides an independent and transparent view on the environmental performance of the Channel Deepening Project.



Mick Bourke - Environmental Monitor


Mick Bourke was appointed the Environmental Monitor in December 2007. Mr Bourke has held the role of Chairman and Chief Executive Officer of the Environment Protection Authority (EPA) Victoria since August 2002. He is currently a member of the Sustainability Victoria Board.


Previously Mr Bourke was CEO of City West Water Ltd and Coliban Water. He is a past Board Member of the Energy and Water Industry Ombudsman of Victoria and the Royal Botanical Gardens.

While holding the role of the Environmental Monitor, Mr Bourke has delegated his powers and responsibilities under the Environment Protection Act to senior staff at EPA and to the Department of Sustainability and Environment Secretary, when dealing with channel deepening matters.
